The Congress stressed that to maintain the long-term prosperity and stability of Hong Kong and Macao, we must fully and accurately implement the principles of "one country, two systems", "Hong Kong people governing Hong Kong" and "Macao people governing Macao" with a high degree of autonomy, act in strict accordance with the Constitution and the Basic Laws, and enable our compatriots in Hong Kong and Macao to share with the people of the motherland the historical responsibility for national rejuvenation and the great glory of China's prosperity and strength.

The Congress agreed with the report's analysis of the international situation and the policy of China's foreign work. It stressed that China will actively promote international cooperation under the Belt and Road Initiative, continue to actively participate in the reform and development of the global governance system, promote the building of a new type of international relations featuring mutual respect, fairness, justice and win-win cooperation, and promote the building of a community with a shared future for mankind. We will work with people of all countries to build an open, inclusive, clean and beautiful world that enjoys lasting peace, universal security and common prosperity.

The assembly stressed that blacksmithing must be self-hardening. The general requirements for Party building in the new era are: Uphold and strengthen the Party's overall leadership, insist that the Party should supervise the Party and exercise strict governance over the Party, focus on strengthening the Party's long-term governance capacity, advanced nature and purity, take the Party's political development as the guide, firmly uphold its ideals, beliefs and purposes as the foundation, and focus on mobilizing the enthusiasm, initiative, and creativity of the whole Party. We will comprehensively promote the Party's political, ideological, organizational, work style, and discipline development, and make institutional improvements throughout them. We will deepen the fight against corruption, and constantly improve the quality of Party building, so that the Party will become a vigorous Marxist ruling party that is always at the forefront of The Times, wholeheartedly supported by the people, brave in self-revolution, and able to stand the test of wind and waves.

The Congress stressed that the whole Party must enhance its political awareness, overall picture awareness, core awareness and alignment awareness, uphold the authority and centralized and unified leadership of the CPC Central Committee, firmly implement the Party's political line, strictly observe political discipline and rules, and maintain a high degree of consistency with the Party Central Committee in its political stance, direction, principles and path.

The Congress adopted a resolution on the work report of the 18th Central Commission for Discipline Inspection. The Congress fully affirmed the work of the 18th Central Commission for Discipline Inspection.

The Congress passed a resolution on the Amendment to the Constitution of the Communist Party of China (CPC) and decided that the amendment will take effect on the date of its adoption.

It is a guide to action for the whole Party and the whole Chinese people to strive for the great rejuvenation of the Chinese nation, and must be adhered to for a long time and constantly developed.  

The Congress agreed to write the culture of socialism with Chinese characteristics into the Party Constitution, together with the path of socialism with Chinese characteristics, the theoretical system of socialism with Chinese characteristics, and the system of socialism with Chinese characteristics. This will help the whole Party deepen its understanding of socialism with Chinese characteristics and fully grasp its connotation. The Congress stressed that all Party members should cherish, adhere to, and continue to develop the path, theoretical system, system, and culture that the Party has painstakingly created, hold high the great banner of socialism with Chinese characteristics, be confident in the path, theory, system, and culture, and implement the Party's basic theory, line, and strategy.

The Congress held that realizing the great rejuvenation of the Chinese nation is the greatest dream of the Chinese nation since modern times, and a solemn promise made by our Party to the people and history. The Congress agreed to specify in the Party Constitution the grand goal of realizing the "two centenary goals" and realizing the Chinese Dream of great national renewal.

The Congress holds that the major political judgment made at the 19th National Congress of the Party that the principal contradiction in Chinese society has been transformed into the contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life reflects the objective reality of China's social development and serves as an important basis for formulating the major policies and long-term strategies of the Party and state. The Party Constitution shall be amended accordingly.

The Congress believes that the Party Constitution shall include the promotion of higher quality, more efficient, fairer and more sustainable development of the national economy, the improvement and development of the system of socialism with Chinese characteristics, the modernization of the national governance system and governance capacity, and greater emphasis on the systematic, holistic and coordinated nature of reform. It will help the whole Party unify its thinking and actions with the scientific judgment and strategic plan of the CPC Central Committee, establish and practice new development concepts, and constantly open up new prospects for reform and development.

Enriching these contents will play a very important role in helping the whole Party more consciously and firmly implement the Party's basic theory, line, and strategy, and advance the overall plan of the Five-in-One plan.

It further points out the direction for adhering to the path of building a strong military with Chinese characteristics, safeguarding and developing socialist ethnic relations featuring equality, solidarity, mutual assistance and harmony, promoting national reunification, and building a community with a shared future for mankind. Fulfilling these contents is conducive to strengthening the Party's absolute leadership over the people's army, improving the level of national defense and military modernization, strengthening national unity, and improving the level of China's open economy.

The Congress held that since the 18th CPC National Congress, our Party has steadily promoted comprehensive and strict governance of the Party, conducted all-round exploration in strengthening Party building, and achieved many successful experiences and major achievements, which must be reflected in the Party Constitution in a timely manner and translated into the common will of the whole Party and followed by all.

The Congress believes that the leadership of the Communist Party of China is the most essential feature of socialism with Chinese characteristics and the greatest strength of the socialist system with Chinese characteristics. Party, government, military and civilian studies, east, west, North and south, the Party is the leader of everything. The Congress agreed to incorporate this major political principle into the Party Constitution.

The Congress believes that it is necessary to summarize and absorb the successful experience of the Party's work and Party building since the 18th National Congress of the Party, and to make appropriate amendments to some articles of the Party Constitution in connection with the partial revision of the General Program.

He said that with the joint efforts of all delegates, the conference has become a conference that does not forget the original intention, bears in mind the mission, holds high the banner, and forging ahead in unity.   We reviewed and summarized the work and historic changes of the past five years, elaborated on the historical mission of the CPC in the new era, put forward the Thought on socialism with Chinese Characteristics for a new era and the basic strategy, and set the goal of achieving a decisive victory in completing the building of a moderately prosperous society in all respects and embarking on a new journey to fully build a modern socialist country. We made comprehensive arrangements for the great cause of advancing socialism with Chinese characteristics and the great new project of Party building in the new era, and further pointed out the direction for the cause of the Party and the country. The report on the work of the CPC Central Commission for Discipline Inspection, adopted by the Congress, summarizes the work of the 18th CPC Central Commission for Discipline Inspection, fully affirming that under the strong leadership of the CPC Central Committee, the commissions for Discipline Inspection at all levels have faithfully performed the duties assigned to them by the CPC Constitution, carried out in-depth efforts to improve Party conduct and clean government and fight corruption, persevered in implementing the spirit of the eight-point Regulations of the CPC Central Committee, and strictly enforced political discipline and rules. We encouraged Party organizations at all levels to fulfill their political responsibility for running the Party, play the role of inspection, put discipline in the forefront, resolutely curbed the spread of corruption, purified the political ecology within the Party, and helped form and consolidate an overwhelming momentum in the fight against corruption. The amendments to the Party Constitution adopted by the Congress reflect the achievements of the Party's theoretical, practical, and institutional innovation since the 18th CPC National Congress, the major theoretical viewpoints and strategic thinking established in the report to the 19th CPC National Congress, the successful experience in Party building over the years, and clear requirements for strengthening the Party's overall leadership and promoting comprehensive and strict governance of the Party. The Congress elected a new Central Committee, which realized the replacement of the old and the new. The Congress also elected a new Central Commission for Discipline Inspection. We are confident that the decisions, plans and outcomes made at this Congress will contribute to winning a decisive victory in completing the building of a moderately prosperous society in all respects, starting a new journey towards fully building a modern socialist country, and advancing the great new project of comprehensively exercising strict Party self-governance and Party building. It will play an important guiding and guaranteeing role in winning the great victory of socialism with Chinese characteristics in a new era and realizing the Chinese dream of the great rejuvenation of the Chinese nation.

Study the Party Constitution more consciously, abide by it, implement it, and uphold it, and maintain a high degree of consistency in thought, politics, and action with the Central Committee of the Party; We must maintain close ties with Party members and the people, promptly respond to their calls, correctly exercise the rights of deputies, and consciously accept the oversight of the Party and the people. We must play an exemplary and leading role, consciously transform and improve ourselves in accordance with the general requirements of Party building in the new era, actively participate in the great practice of socialism with Chinese characteristics in the new era, contribute our wisdom and strength to the cause of the Party and the country, set an example for all Party members, and live up to the trust of all Party members.

For a long time, our Party has united and led the Chinese people and the Chinese nation in unremitting and tenacious struggle, and completely changed the tragic situation of the Chinese people and the Chinese nation, which was bullied by others after the Opium War, and completely changed the tragic situation of the Chinese people and the Chinese nation, which was poor and weak. Today, the 1.3 billion-plus Chinese people are full of vigor and pride. Our 9.6 million-square-kilometer motherland is full of vitality and spring. Our 5,000-year Chinese civilization is dazzling and eternal in its charm. In such a great era, we feel confident and proud, but also deeply responsible. We must show courage and energy, build on the historic achievements made by generations of Chinese Communists united and led the people, create achievements worthy of The Times, and take great strides toward a promising future.

This original aspiration and mission is the fundamental driving force that motivates Chinese Communists to keep moving forward. All Party members must always share the same breath and destiny with the people, always regard the people's aspiration for a better life as the goal of our struggle, and continue to advance courageously toward the grand goal of the great rejuvenation of the Chinese nation with an unrelenting spirit and an indomitable attitude of struggle. The whole Party must rally closely around the CPC Central Committee, hold high the great banner of socialism with Chinese characteristics, emancipate the mind, carry out reform and innovation, forge ahead with determination and work hard, and lead the people of all ethnic groups in striving to achieve the goals and tasks set out at the 19th CPC National Congress.

After the election of the Congress, the current and former vice chairmen of the Standing Committee of the National People's Congress and vice chairmen of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), non-party persons, vice chairmen of the central committees of the democratic parties in Beijing and the All-China Federation of Industry and Commerce, representatives of non-party parties, representatives of religious circles, and members of the democratic parties, non-party parties, and ethnic and religious circles in the Standing Committee of the NPC and CPPCC in Beijing attended the Congress as non-voting guests. Relevant Party leaders also attended the congress as non-voting delegates.
